State Sen. Lisa Baker, R-Lehman Township, has kept busy during her first term of office serving the 20th District. She travels 32,000 miles a year, has attended more than 2,000 community events and has helped to pass crucial legislation for veterans within Pennsylvania’s fifth-largest senatorial district.

As the unopposed senator prepares for her second term of office, she will now have another notch in her political belt.

Baker, 49, will be the senior senator from the area, as state Sens. Bob Mellow, D-Peckville, and Ray Musto, D-Pittston Township, are retiring.

“The fact that the two senators who will be retiring have a combined total of probably 75 years of experience, it gives us an opportunity to learn from their service and look to the future as well, with new ideas and new people coming to serve,” she said.

Baker’s government career didn’t just start when she was elected to office in 2006.

She has been working for state government since she was a senior at Shippensburg University, interning for former state Sen. Robert Jubelirer, R-Altoona, which turned into her first job out of college as a researcher in his office.

Baker went on to work for her predecessor, state Sen. Charles Lemmond, R-Dallas, as his chief of staff for 10 years and also served under former GOP governors Tom Ridge and Mark Schweiker.

“While I’m relatively new and just finishing my first term, I actually started as a college intern in the (state) Senate in 1983,” she said.

“I think that gives me an advantage in understanding the history of the institution and also having the perspective of ways I think we can change the institution.”

And Baker has pushed for change. She said one of the first bills she sponsored in the state Senate was one the Legislature had been trying to pass for years. The bill, signed into law in December 2007, helped to improve and better coordinate veterans’ programs and outreach assistance throughout the state.

She has also been focused on the juvenile justice system after the “kids-for-cash” scandal, in which former judges Mark Ciavarella and Michael Conahan were accused of accepting money illegally in exchange for rulings that benefited two for-profit juvenile detention centers.

“All of us believe that in the court system, fundamental fairness is the cornerstone, and (I) felt very troubled by the fact that that was not the case,” she said.

Baker proposed a bill after details of the case noted that more than half of the children who appeared in front of Ciavarella were not represented by an attorney. The bill passed 48-1 in the Senate, and she’s hopeful the bill will become law before the end of the year.
She also is working to include restitutions within the state budget for victims of the scandal.

“It’s important that the original victims’ concerns and rights are taken care of in this process,” she said.

Looking forward, Baker said natural gas drilling in the Marcellus Shale is the most significant issue within her district, and she is determined to ensure safety for the 119 townships and boroughs she serves.

“I have indicated that I will support a severance tax if it incorporates key principles, and unfortunately the bill that passed the House, the one that the governor has been pushing, is not good for our area,” she said.

Baker said a severance tax, which has not been approved by the state Senate, should benefit the municipalities and counties directly affected by drilling before revenue can be placed into the state general fund.

“I think we all recognize the potential economic impact of this industry and the potential for job growth, but I use the caveat that it has to be done in a responsible manner,” she said.

"This could be a primary cause [of], or at least a major contributing factor to, the signalling abnormalities that lead to depression," said the study's lead author, Ronald Duman, a professor of psychiatry and pharmacology.

The scientists created "knockout" mice whose MKP-1 had been deactivated to explore the hunch that altering MAPK levels played a role in depression.

Mice without MKP-1 were happily resilient to stress. But stressed mice with the gene developed depression-like symptoms which were then eased by using anti-depression drugs, they found.

Depression, like many other mood disorders, is believe to have multiple causes, including genetic, for its symptoms vary widely among individuals.

States set to unveil joint probe into foreclosures

WASHINGTON – Up to 40 state attorneys general are preparing to launch a joint investigation into the mortgage industry over the foreclosure-document mess.

If the states have their way, mortgage companies will have to revamp the way they handle foreclosures, pay penalties for violations and expand help to homeowners on the verge of foreclosure.

The top law enforcement officials of states around the country are already weighing the outlines of a potential settlement with the industry, said Iowa Attorney General Tom Miller, who will lead the investigation. The inquiry will be announced Wednesday morning.

Miller said one idea being discussed is to create an independent monitor to review whether banks have fixed their problems.

"We want the companies to put in a system such that this will not happen again," Miller said in an interview with The Associated Press. "We want to explore what other remedies might be available, in a way that makes homeowners and the general housing economy better off."

Some banks, such as Wells Fargo & Co. and Citigroup Inc., insist they did nothing wrong. But employees of Bank of America, Ally Financial's GMAC Mortgage unit and JPMorgan Chase have acknowledged in depositions that they signed thousands of foreclosure documents without reading them.

"The behavior already on the record involves thousands of false statements to judges," said Peter Swire, an Ohio State University law professor who recently left the White House economic policy staff. "That's a weak hand for the banks."

Attorneys general have taken the lead in responding to a nationwide scandal that's called into question the accuracy and legitimacy of documents used to force millions of people from their homes.

"This is a serious matter, and I think that the financial firms that engaged in this practice have real exposure," said Ohio Attorney General Richard Cordray. "It would well serve them to think hard about what their exposure is."

The attorneys general "are trying to step in and make policy where the federal government has failed to do so," Howard Glaser, a mortgage industry consultant in Washington.

Several federal agencies have been looking into the issue, and White House spokesman Robert Gibbs said Tuesday the administration supports "the steps that the attorney generals and our federal regulators are taking to get to the bottom of and to fix the process in the mortgage industry."

Dems swoop in to help Reid as ad spending spikes

The spike in outside group money coincides with a consolidated attack by the White House, the Democratic Party and their liberal allies on Republican-leaning outside groups that have already spent millions of dollars supporting Republican candidates without having to disclose their donors.

Crossroads spokesman Jonathan Collegio said the influx of money means the two groups have raised $56 million this year. They set a new goal of raising $65 million.

The two Crossroads groups, which had focused on close Senate contests, now plans to spend $10 million on at least 15 House races. It also plans to add $5 million to its Senate spending. Collegio said the effort will combine with "like-minded groups" for an overall $50 million spike in House spending. The groups include the American Action Network, run by former Sen. Norm Coleman of Minnesota, and the Commission on Hope, Growth and Opportunity, created by GOP lobbyist and strategist Scott Reed.

The Wall Street Journal first reported the new House spending strategy.

A Republican operative who tracks political advertising said the American Action Network was poised to spend about $13 million in more than 20 races.

The groups' spending also comes as the U.S. Chamber of Commerce, which has supported mostly Republican candidates, increases its spending in the waning days of the campaign. The chamber has already spent more than $20 million on House and Senate races.

The first wave of Crossroads spending — about $2 million in eight House seats — is aiming mostly at seats that Democrats hope to salvage to avoid a Republican takeover of the House. Among the targets are Democratic Reps. Dan Maffei and Maurice Hinchey in New York, Zack Space in Ohio and Joe Donnelly in Indiana. In one of its few defensive forays, Crossroads is also going to buy ads to protect Republican incumbent Dan Lungren in California.

The American Action Network also will air ads against Donnelly and is broadening the field for Republicans by including such targets as Reps. Jim Himes and Christopher Murphy in Connecticut, Tim Walz in Minnesota, Charlie Wilson in Ohio and Gerry Connolly in Virginia, all of whom had not been counted as the most vulnerable Democrats.
